UK Councils Plan to Sell Off Social Clubs and Sports Centres to Manage Finances

Based on a recent survey of local authorities, English councils are preparing to sell social clubs, athletic facilities, and retail spaces as they bet on a fire sale of assets to stabilize finances.

Increasing Financial Challenges Drive Asset Sales

The Key Cities Group representing second-tier cities in England stated that six out of ten of local authorities are intending to dispose of properties to meet the rising costs of adult and children’s social care.

Councils have previously faced criticism for disposing of playing fields and open spaces to support their finances, but they argue they must continue to generate essential revenue from asset sales or declare themselves bankrupt.

The group said that a significant number of authorities attempting to raise money from a quick sale of assets marked “a clear change from 2024, when the largest share (60%) of municipal officials said they would prioritise restructuring services and utilising savings to manage growing fiscal pressures.”

Detailed Examples of Proposed Sales

One local authority in Kent announced its property management strategy featured the sale of a retail complex in a local town and a community venue in Rochester to raise 20 million pounds over five years.

  • A local golf course and business parks owned in Worcestershire and Suffolk, which all generate rent for Medway council, will additionally be sold under the plan.

Council Tax Rises and Wider Financial Pressures

The survey of councils in the coalition, which covers several urban centers, further found that more than 70% of authorities will need to raise council taxes next spring to address the rising cost of core provisions, increased rates of homelessness, and a persistent accommodation deficit.

Medway council explained it will press ahead with property disposals after sharp increases in the cost of children services, special educational needs and disability (Send) provision, adult social care, and temporary accommodation.

“We are taking creative strategies but some of these require time to achieve both improved services and cost efficiency,” said Vince Maple.

He added: “There are population challenges which will persist to increase the strains we have. As a local government body, we had a drastic reduction in our revenue support grant from 2010-24, which is extremely difficult.”

Countrywide Patterns and Projections

Research of county councils this week further found local finances being stretched by the growing number of young people and adults requiring Send support.

A network of councils said that council deficits will reach 4.4 billion pounds a year by the end of the decade, as they struggle to manage increased demand.

Government officials have delayed scheduled changes to the Send system until next year after a white paper setting out those reforms was recently delayed.

Deprivation and Funding Shortfalls

Based on the most recent indices of deprivation (IMD) covering UK local authorities, several participating urban areas were included in the most deprived in the country.

  • “Participating urban centers like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton place in the top 30 nationally under the 2025 deprivation indices,” said the study.

“Although only a single urban area is in the ten most deprived for deprived neighbourhoods countrywide, urban areas are much more prone to be in the most deprived fifth of the nation. The data underscores the scale of challenges facing municipal officials across major urban centers in the next twelve months,” the analysis concluded.

“Local government leaders have been clear about the necessity for a equitable and lasting financial structure that accounts for and addresses the real levels of disadvantage and need,” said a council leader.

“Without this, local authorities will continue to face impossible choices around which essential services to fund, and which to cut, to the disadvantage of their residents.”

A fifth of local authorities have cut or compromised care services in the past 12 months, the study revealed.
